I still did Leliana's personal quest and it was only if I didn't vote for Cassandra that I got Leliana.It also probably helps if you always tell Cassandra that you think she would make a good Divine but in the above case I was originally aiming for Leliana to be Divine and then changed my mind at the end, so everything was the same except my vote for Cassandra.It does no harm to the relationship if she is Divine but if she isn't then she just enjoys a nice retirement with her lover. You need to play Trespasser though to get this ending. I think the other major plot decision may have been critical to this, plus making sure that I specifically voted for Cassandra on the War Table.
